तर विज्ञहरूले सोध्ने प्रश्न पुरानै छ — बजेटको आकार बढ्दैमा खर्च क्षमता बढ्दैन। आयोजना कार्यान्वयनमा ढिलाइ, कमजोर स्थानीय समन्वय र प्रशासनिक जटिलता हरेक वर्ष प्रदेश सरकारका अगाडि थुप्रिने बाधा हुन् — आगामी वर्ष पनि यी चुनौती उत्तिकै ठाडा देखिन्छन्।Yet the fundamental question that economists and policy watchers raise year after year remains unanswered — a bigger budget does not automatically mean better execution. Weak project implementation capacity, poor inter-agency coordination, and administrative complexity have historically kept provincial spending well below targets. There is little reason, so far, to believe the story will be meaningfully different in 2083/84.
